Medicaid and SSI Benefits When Moving to Another State in U.S.?

Hello,

My friend from North Carolina wants to move to NY. She's got SSI and
Medicaid in North Carolina currently, and had no current address in NY.
She's staying with friends. How can she obtain benefits without an address,
or obtain an address without sufficient benefits? The cost of benefits here
in NY are higher than NC. Also, she needs insurance coverage at all times
because of serious medical problems. How do we ensure that her coverage is
uninterrupted? Anyone with experience and/or ideas would be greatly
appreciated.

It would seem the first stop to make inquiry would be the local SSI ofice...

If you'd get more in NY, change the adress to the friends. If you'd get more as-is, and you failed to update SSA in a timely mannor...

Believe me, the SSA office personnel contradict each other, and so does the web site. It's so confusing! Any other ideas/experience?
